So the game already has the mechanic for there being a party of 2 built in. There have been a couple of attempts to make Skyrim co-op. They were both pretty buggy, but even as a proof of concept, they were successes. I played Tamriel Online and it was very clear how much of a blast multi-player Skryim would be if the bugs were resolved.
Videos on Tamriel Online are on YouTube. I am guessing that Skyrim SE's new coding and in particular memory management , may open up new avenues unavailable to the Tamriel Online mod and the other co-op efforts.
